Казалось бы, ну очередной чиновник — что тут такого. Однако, проработав некоторое время главой комитета по туризму в Общественном совете при Совмине АРК, Юрьев, кажется, так и не понял, как выстраивать туристический бизнес. А ведь Евпатория имеет статус города-курорта, и одним из источников пополнения местного бюджета является доход от туристской деятельности. Совмещая желаемую должность, глава администрации должен понимать: придется развивать курортную привлекательность Евпатории, радушно принимать туристов в целях привлечения денежного потока. Как он собирается это делать, совершенно непонятно. Еще совсем недавно в одной запрещенной социальной сети человек, претендующий на пост главы города-курорта, прямо заявлял, что крымчане далеки от курортного бизнеса, не рады приезду туристов. В общем, Крыму и так хорошо — без туристов и их денег. Серьезно? А владельцы гостиниц и пансионатов об этом знают?
Впрочем, может быть, он говорит от лица тех, кого принято называть «ждунами», тех, кто еще верит в то, что Крым опять станет частью страны 404. Тогда все понятно. Особенно учитывая тот факт, что этот человек долгое время возглавлял аппарат Крымского отделения партии «Батькивщина». Если кто-то не в курсе, то это партия небезызвестной Юлии Тимошенко. Более того, по данным из украинских налоговых ресурсов, Юрьев до сих пор числится первым секретарем в партии Юлии Тимошенко. А если вспомнить то, что он долгое время был правой рукой одного из инициаторов водной блокады полуострова депутата Верховной Рады Украины Андрея Сенченко. Оба они по настоящее время являются действующими участниками украинских организаций. Как говорил один киногерой — картина маслом.
Интересно и то, что супруга гипотетического главы администрации Екатерина Слободянюк по кличке «Слоб» — явная и ярая русофобка, активно комментирующая и одобряющая выходки украинских сепаратистов. Так, в феврале 2013 года она одобрила активиста Майдана Влада Дорошенко, применявшего «коктейли Молотова» и явно поддерживающего настроения майдана. Своими постами она явно дает понять, что всесторонне и глубоко информирована о ситуации и хронологии событий на Майдане, о пополнении сил уголовниками с западной Украины, об участии продавшихся майдану регулярных войск. При этом она прославляет Украину, применяя в своих постах основной клич Бендеры: «Слава Украине!»
Ее заявление в Telegram-канале от ноября 2013 года стоит изложить полностью: «Русские всегда были отсталыми и недоразвитыми. Ходили в непонятных штанах и носили зачем-то меха, когда все нормальные европейцы обматывались тряпками. Издавна были нетолерантны. Запрещали однополые отношения, а в просвещенной Европе мужчины любили любить друг друга. У русских варваров даже не было рабства, какой позор. Русские не мылись и жили по уши в грязи, а бани, наверное, заимствовали у финнов. Русские — самый молодой народ, поэтому на тысячи лет отстают в развитии от других народов, а раскопки в Триполье (Украина) и Костенках (под Воронежем) к русским не относятся, это были древние укры».
Если учесть, что Юрьев проживает со своей супругой на постоянной основе, ведет с ней общее хозяйство, то невольно напрашивается вывод, что он разделяет ее мысли, особенно учитывая изложенное выше.
Далее продолжать? Думаете, человек перековался и стал пророссийским? Слабо верится. Но его заявления о том, что крымчане не рады туристам, становятся понятны. И как-то очень подозрительно все это выглядит на втором году проведения Специальной Военной Операции. Может, силовым структурам стоит внимательней присмотреться к данному персонажу? Где гарантии, что он не сливает информацию на ту сторону? И кому, как не потенциальному главе городской администрации, очень легко легализовать украинские ДРГ?
Но что я все о политике. У героя данной статьи есть еще интересные факты в биографии. Да такие, что перекроют все вышеизложенное. В 2014 году, на протяжении всего лишь двух месяцев, он был начальником управления в комитете по противодействию коррупции Совета министров Крыма. По имеющейся информации, увольнение с этой должности было вызвано подозрениями в отношении Юрьева в связи с украинскими властями полуострова, разграбившими запасы Ощадбанка Украины в Крыму. В ходе следствия установлен круг лиц, в который, возможно, входил Юрьев А. Речь идет о фигурантах, причастных к уголовному делу по ч. 4 ст. 159 УК (мошенничество в особо крупном размере, совершенное группой лиц), по которому проходили бывший первый вице-премьер Крыма Рустам Темиргалиев и советник председателя Совмина Игорь Васильченко, обвиняемые в хищении 250 млн руб. и 340 кг ювелирных изделий, находившихся в отделении Ощадбанка. Указанные средства были изъяты у контрабандистов и помещены на ответственное хранение в Ощадбанк, откуда позднее, по распоряжению вице-премьера Темиргалиева, их забрали связанные с ним лица, в состав которых возможно входил Юрьев А. Тогда удалось вернуть только часть похищенного, соответственно, остальное осело в карманах фигурантов этого преступления. Им удалось избежать уголовной ответственности, сбежать с территории полуострова, а Темиргалиев покинул пост вице-премьера. Всю ответственность взял на себя начальник службы безопасности, который и понес наказание.
Также есть данные о преступном бездействии и неприменении мер должного реагирования со стороны Юрьева А., на тот момент занимавшего должность начальника управления в комитете по противодействию коррупции Совета министров Крыма, к лицам, имеющим отношение к хищению дефицитных медикаментов в сложное для страны и региона время. И ладно бы только это. Но, изучая дела этого современного Корейко, понимаешь, что «утерянные запасы Ощадбанка» — это такая мелочь по сравнению с его остальными деяниями.
Сравнение Юрьева с персонажем «Золотого Теленка» неслучайно. По данным Единого государственного реестра предприятий и организаций Украины, по состоянию на 08.04.2024 года Юрьев числится членом правления зарегистрированной в 2009 году и действующей сейчас Общественной организации «Рух «Прозора влада», которая в свою очередь является учредителем благотворительной организации «Фонд социальных инициатив». Подписантом в Общественной организации зарегистрирован Сенченко А., но не только соучредительство объединяет Юрьева А. с Сенченко А. Тёща Сенченко — Анна Яковлевна Ганжа — осталась в Крыму, при этом являясь учредителем трёх фирм в Севастополе: ООО «Золотой символ», «Севастопольмаринсервис» и «Дигаймер» (учрежденный ООО «Золотой символ»).
Соучредителями «Севастопольмаринсервиса» и «Дигаймера» являются ещё один бывший заместитель руководителя БЮТ в Крыму Сергей Велижанский, помощником которого на протяжении пяти лет был Юрьев А., и Елена Титаренко — старшая дочь народного экс-депутата Украины Людмилы Денисовой, а также Василий Сетков, спонсировавший бизнес Сенченко ещё с 1990-х годов.
В украинский период в собственность ООО «Золотой символ» попали следующие объекты в г. Балаклаве: нежилое здание шкиперских помещений со встроенными помещениями пищеблока, (набережная Назукина, 1а), объект культурного наследия — охотничий домик князя Юсупова (улица Мраморная), семь причалов и административное здание на набережной Назукина, а также здания и сооружения общей площадью более 850 квадратных метров на Таврической набережной.
Вряд ли права на указанные объекты недвижимости перешли к ООО на законных основаниях. Свидетельством тому служит ряд проигранных ООО арбитражных дел по изъятию ряда указанных объектов недвижимости.
Бывший руководитель Юрьева А. Велижанский владел долями еще в 11 крымских компаниях: «Аграрный», «Бизнес Альянс», «Проммеханизация», «Алькор-Нвп», «Промтекстиль», Крымская промышленная компания, Крымская продуктовая компания. На данный момент доли в компаниях преимущественно принадлежат Богдановой А.И., связанной узами гражданского брака с Юрьевым Ю.Ю. родным братом Юрьева А.Ю., Сенченко Т.Я., явно не случайной однофамилицей Сенченко А., Титаренко Е.А., дочери соратницы Тимошенко Ю. Денисовой Л. и другим интересным лицам.
Одна только фирма «Золотой Символ» за 2020 год заработала чистыми более 21 миллиона рублей, а учитывая список лиц, имеющих прямое либо опосредованное отношение к фирме, вряд ли прибыль компании была направлена на развитие бизнеса в России и поддержку русского фронта.
Указанными аффилированными компаниями незаконно проводились сделки с объектами недвижимости и земельными участками, в результате чего привлеченные к участию лица получали свой «законный» процент. Вряд ли исключением явилось ООО «Аграрный», руководителем которого является невестка Юрьева А.Ю.
По имеющейся информации ООО «Юмиком», являющееся основным контрагентом ООО «Юг Крым Пласт», в целях уклонения от уплаты налогов и получения налоговой выгоды заключило ряд договоров с сомнительными контрагентами, не предоставляющими налоговую отчетность, имеющими фиктивные юридические адреса, не имеющими штатных сотрудников, являющимися «массовыми» руководителями и учредителями, у которых отсутствуют основные средства, имущество, имеющие признаки «однодневок». ООО «Юмиком» предъявило к налоговому вычету в декларациях по НДС за 2016-2017 г.г. и незаконно увеличило расходную часть налоговой базы по налогу на прибыль на общую сумму, превышающую 14 млн. руб.
В рамках проведения совместной выездной налоговой проверки была установлена связь между ООО «Юмиком» и ООО «ЮгКрымПласт», учредителем которого является сожительница Юрьева Юрия Богданова Анна Ивановна.
В ходе оперативно-розыскных мероприятий было установлено, что в результате неправомерных действий генерального директора ООО «Юг Крым Пласт» Богдановой Анны Ивановны, действовавшей в сговоре с заместителем генерального директора ООО «Юг Крым Пласт» Юрьевым Юрием Юрьевичем, в период с 01.07.2015 по 31.12.2017 года внесены в налоговые декларации по НДС и налогу на прибыль, и предоставлены в налоговый орган по месту регистрации заведомо ложные сведения о понесенных расходах ООО «Юг Крым Пласт».
В ходе проверки получена информация о том, что ложные сведения в декларациях отражены по взаимоотношениям с контрагентами, имеющими признаки фиктивности. Общая сумма неуплаты налогов составила 8 369 189 руб.
Таким образом группа лиц, состоящая из Юрьева Ю. Ю. и Богдановой А.Н., действуя по предварительному сговору, осуществляя руководство ООО «Юг Крым Пласт», совершили действия, направленные на уклонение от уплаты налогов в крупном размере указанной организацией.
По данным ЕГРПОУ Юрьев Ю.Ю. на данный момент является учредителем двух украинских кампаний ООО «Ресурс-Крым» и ООО «Инвест-Крым 2013», зарегистрированных в 2013 году, и не перерегистрированных в соответствии с законодательством, действующем в переходный период. Оба Общества находятся в статусе действующих.
Тут бы новоиспеченному Корейко-Юрьеву, следуя по сюжету романа, исчезнуть на просторах нашей Родины, устроившись на какую-нибудь стройку. Но стройки далеко, а море близко. И хочется у моря с видом на белые паруса. И у него получается. С 14.04.2024 года он приступает к обязанностям врио Главы администрации города Евпатории Республики Крым. И не просто приступает, а планирует подавать документы на участие в конкурсе на замещение должности Главы администрации города Евпатории.
Но тут возникает очень простой вопрос: а имеет ли данный гражданин право на участие в этом конкурсе?
Давайте посмотрим, что написано в соответствующем документе: «Право на участие в конкурсе имеют граждане Российской Федерации, владеющие государственным языком Российской Федерации, соответствующие установленным действующим законодательством требованиям к должности главы администрации города Евпатории Республики Крым, а также:
- имеющие высшее профессиональное образование;
- имеющие стаж государственной гражданской службы и (или) стаж муниципальной службы — не менее 3-х лет либо стаж работы на руководящих должностях в организациях независимо от их организационно-правовых форм и форм собственности — не менее 5 лет;
- знающие Конституцию Российской Федерации, Федеральный закон от 6 октября 2003 года № 131-ФЗ «Об общих принципах организации местного самоуправления в Российской Федерации», иные нормативные правовые акты Российской Федерации и Республики Крым, необходимые для исполнения должностных обязанностей в части осуществления отдельных переданных государственных полномочий;
- наличие профессиональных знаний и навыков, необходимых для исполнения должностных обязанностей, установленных нормативно-правовыми актами Республики Крым».
А теперь внимательно посмотрим на трудовую деятельность потенциального кандидата:
- с 10.1997 по 11.2002 — Региональный представитель фирмы «Акро-Юг» по Автономной Республике Крым;
- с 22.2002 по 08.2005 — Заместитель директора Крымского республиканского благотворительного фонда «Черноморский благотворительный фонд»;
- с 09.2005 по 10.006 — Заместитель директора, ООО РИА вторая половина»;
- с 10.2006 по 06.2007 — Заместитель директора, «ТД Крымпласт ООО Укргазификация юг»;
- с 12.2007 по 01.2012 — Политический консультант народного депутата Украины;
- с 07.2012 по 10.2012 — Заместитель директора, ООО РИА вторая половина»;
- с 07.2014 по 09.2014 — Начальник управления по антикоррупционным проверкам Комитета по противодействию коррупции Республики Крым;
- с 17.04.2024 — По настоящее время Врио главы администрации города Евпатории Республики Крым.
Как видно из послужного списка Юрьева, руководящие должности им замещались с большой натяжкой в течение рваных пяти лет — и все в украинских организациях. Юрьев в организациях не задерживался, и самый длительный срок работы составил 2,5 года.
С момента возвращения Крыма в Россию Юрьев отработал всего два месяца и больше ни стажа, ни опыта не имеет.
Более того, основным критерием конкурсного отбора является обладание кандидатом профессиональными знаниями и навыками, необходимыми для исполнения должностных обязанностей, установленных нормативно-правовыми актами Республики Крым. Из приведенного списка занимаемых должностей очевидно, что знаниями и навыками в системе и управлении органами местного самоуправления указанный кандидат не обладает. Да и соответствующего образования за ним замечено не было.
В связи с изложенным тем более правдоподобной и злободневной, кажется статья Олега Доброхода, в которой он пишет: «На госслужбе Юрьев пробыл недолго, но, видать, успел заработать несусветные богатства, потому что уже несколько лет ни он, ни жена Екатерина нигде не работают, однако же на страницах Александра регулярно появляются фотографии с поездок на охоту (недешёвое хобби, давайте честно) или на отдых с семьей».
Нельзя также не учесть мнение о Юрьеве его бывшего соратника, однопартийца, лидера крымской организации партии «Батьківщина», народного депутата Украины Андрея Санченко: «Он бездельник и не обладает необходимой квалификацией. Не подготовил ни одно мало-мальски приемлемого материала. Это пустая абсолютно фигура, тут нечего обсуждать».
Но еще более интересно посмотреть, что же успел сделать наш герой за то короткое время, что он замещает должности врио главы администрации.
Юрьев не обращает внимания на удобных ему, но при этом ранее судимых руководителей подразделений администрации, однако с удовольствием принимает кадровые решения по увольнению сотрудников с учетом устройства близких ему людей на данные должности. Обратно на работу в администрацию Евпатории принимаются лица, ранее дискредитировавшие себя, уличенные в коррупционных связях, а также имеющие судимость и отбытие срока в местах лишения свободы, и более того, имеющие непогашенный ущерб перед муниципалитетом на десятки миллионов рублей. Так, по протекции Юрьева, на работу внештатным советником главы администрации был принят Тюрягин Андрей, ранее занимавший должность начальника департамента городского хозяйства, осужденный и отбывший срок, при этом имеющий непогашенный ущерб на десятки миллионов рублей. Данное лицо занимается курированием сферы ЖКХ, проводит рабочие совещания и назначения на должности в департаменте ЖКХ.
Юрьев осуществляет кадровые назначения с учетом интересов своего подельника в земельных вопросах — депутата городского совета Евпатории Мухсимова Гаяра Эркиновича (также является председателем земельной комиссии Городского совета г. Евпатории). В сферу интересов Мухсимова Г. Э.. собственно, как и самого Юрьева А. Ю. входит переоформление земельных участков с использованием подложных и поддельных документов, рейдерские захваты и отжим имущества, ярмарки и НТО на территории г. Евпатории.
Ведь новому кандидату в градоначальники нужно как можно быстрее освоить незастроенные земли, как это было в Ленинском Районе Республики Крым, только вот земля ранее принадлежала Министерству обороны Российской Федерации, в Симферопольском районе, с.Мирное по поддельным документам у предпринимателя исчезли земельные участки в пользу ООО, учредителями которого являются Юрьев А.Ю., Юрьев Ю.Ю. В настоящее время идут судебные споры по возврату земли законному пользователю, а также ФНС России пытается взыскать с горе-предпринимателей денежные средства, недополученные в качестве налогов и сборов.
А теперь ВНИМАНИЕ — итоговый вопрос: нам, России, в условиях проведения СВО действительно нужен на посту главы администрации Евпатории такой человек? Или может быть пора отправить его в места более им заслуженные, например, в страну 404?
